Balfour was a prominent Orcadian landowner and public figure. He owned the isle of Shapinsay and extensive property throughout Orkney. He served on a number of public bodies, including the Commissioners of Supply, the Kirkwall and Shapinsay school boards, and the Harbour Trust. He also served as Provost of Kirkwall.
